Introduction

At the beginning of the eighties of the twentieth century, the consciousness of environmental protection started to gain ascendancy and man started to feel uneasy about the way he treated the earth. On entering the twenty-first century, he started to become aware that to achieve sustainable development, it is imperative to adopt strong and extensive measures. In 2003, the European Union promulgated the WEEE and RoHS, two environmental protection directives ordering that all electrical and electronic equipment exported to EU be recycled after being discarded. In addition, starting from July 1, 2006, such imported equipment should not contain six hazardous substances including lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyis, and polybrominated diphenyl ethers. Moreover, in August 2005, the EuP directive was promulgated, requiring that manufacturers evaluate their products’ major impact on the environment at each stage of their life cycles and that other possible alternative technology be sought. The Kyoto Protocol went into effect in February 2005, and the second-stage commitment to reduce greenhouse gases is under review. All the measures mentioned above are intended to turn the consensus on environmental protection into concrete action plans.
